  3. Transcribe, Proofread and Edit Reports.
  4. Report on proceedings of Special Committees.
  5. Report on plenary proceedings of Parliament.
  6. Perform any other duties as may be assigned by superior officer,

Job benefits

Successful Candidates will be sponsored to attend a six month training course in English Language, Parliamentary Practice and Procedure, Computer Applications, Typewriting, Reporting, Proofreading and Typesetting and shall be bonded after successful completion to serve the Parlia­mentary Service for a period of five (5) year.

Eligibility And Qualifications

All applicants must meet the following requirements.

  1. Applicants must have first degree in English and or Linguistics (2nd Class Upper Division) from a recognized university or exceptional competence in any other subject area with at least a second class upper division, from a recognized tertiary institution.
  2. Applicants must have Minimum of one year national service
  3. Applicants must have Must be computer literate
  4. Applicants must have not be more than 35 years
  5. Applicants must have ability to work under pressure

ENTRREQUIREMENTS FOR THE PROGRAMMES ARE AS FOLLOWS:

A. DEGREE PROGRAMMES

A1.       4-YEAR BACHELOOF EDUCATION IN BASIC EDUCATION

Applicants must possess any ONE of the following:

  1. WASSC with Credits (A1 – C6) in six (6) subjects including three (3) Core Subjects: English Language, Mathematics and Integrated Science or Social Studies, as well as three (3) Elective subjects with the total aggregate of 36 or better
  2. SSSC with Credits (A – D) in six (6) subjects comprising three (3) Core Subjects: English Language, Mathematics and Integrated Science or Social Studies, as well as three (3) Elective subjects with the total aggregate of 24 or better
  3. GCE Advanced Level with Credits in three (3) subjects (at least, one of the passes should be Grade D or better). Also, the applicant must have had Credits (Grade 6) in five GCE Ordinary Level subjects including English Language, Mathematics and a Science subject (for non-science students) and an Arts subject (for Science students).
  4. Diploma Holders:  Tertiary Diploma holders (who have not studied education in their previous programmes) will be placed at level 200 of the 4-Year Bachelor of Education in Basic Education programme.
  5. Mature Applicants: Must be 25 years or above (Refer to ‘item 2’  under ‘Definition of Terms’ for details) and should have a minimum of a SSSC/WASSC or An Advanced/Part III Certificate in a trade subject.

A2.       4-YEAR BACHELOOF EDUCATION IN EARLY CHILDHOOEDUCATION

  • The entry requirements are the same as those for 4-Year Bachelor of Education in Basic Education

A3.       4-YEAR BACHELOOF ARTS (B.A.) IN ENGLISH LANGUAGE EDUCATION

a) WASSC Holders

  1. Must possess Credits (A1–C6) in six (6) subjects comprising three core subjects: English Language, Mathematics, and Integrated Science OR Social Studies as well as Credits (A1 – C6) in three (3) elective subjects including English Literature with the total aggregate of 36 or better

b) SSSC Holders

  1. Must possess Credits (A – D) in six (6) subjects comprising three core subjects: English Language, Mathematics, Integrated Science OR Social Studies, and Credits (A – D) in three (3) elective subjects including English Literature with the total aggregate of 24 or better

b) SSSC Holders

     a) WASSC Holders

Must have six (6) Credits (A1 – C6) comprising three (3) Core Subjects: English Language, Core Mathematics and Integrated Science OR Social Studies as well as Credits (A1-C6) in three (3) Elective                 subjects including two (2) of the following electives: Geography, Economics, History, Government, and CRS/IRS.

     b) SSSC Holders

Must have six (6) Credits (A – D) comprising three (3) Core Subjects: English Language, Core Mathematics and Integrated Science OR Social Studies) as well as Credits (A-D) in three (3) Elective                       subjects including two (2) of the following electives: Geography, Economics, History, Government and CRS/IRS.

      c) Mature Applicants: Must be 25 years or above (Refer to ‘item 2’ under ‘Definition of Terms’ for details) and should have a minimum of a SSSC/WASSC or An Advanced/Part III Certificate in a trade                      subject.

A6.      4-YEABACHELOR OF BUSINESS ADMINISTRATION (BBA) IN ACCOUNTING STUDIES

    a)    WASSC Holders

i. Candidate must have Credits in six (6) subjects comprising three (3) core subjects: English Language, Mathematics and Science/Integrated Science OR Social Studies, as well as Credits in any other                    three (3) relevant elective subjects (i.e. Business Management, Financial Accounting, Elective mathematics, Cost Accounting, Economics, and Business Mathematics).

    b)   SSSC Holders

  1. Candidate must have Credits in six (6) subjects comprising three (3) core subjects: English Language, Mathematics and Science/Integrated Science OR Social Studies, as well as Credits (A-D) in any two (2) of the following: Business Management, Financial Accounting, Cost Accounting, and Business Mathematics), plus
  2. A credit pass (A-D) in one of any of the following: Elective Mathematics and Economics.

   c)   GCE Holders

  1. Credits in any three (3) of the following ‘A’ Level subjects: Accounting, Business Management, Costing, Economics, Mathematics, Government and Geography plus
  2. Possess GCE ‘O’ Level credits in six (6) subjects comprising three (3) core subjects: English Language, Mathematics and Science

    d)   ABCE Holders: Candidates with Five (5) Credits in relevant ABCE subjects will be placed at level 200 of the degree programme. Such applicants must, in addition, possess the GBCE Certificate with                 Credits in six (6) subjects comprising three (3) core subjects: English Language, Mathematics and Integrated Science OR Social Studies, and Credits in any three (3) elective subjects (i.e. Accounting,                 Business Management, Costing, Finance, Business Mathematics, Economics, Office Practice, Law, Marketing)

    e) Mature Applicants: Must be 25 years or above (Refer to ‘item 2’ under ‘Definition of Terms’ for details) and should have a minimum of a SSSC/WASSC or An Advanced/Part III Certificate in a trade subject.

A7.      4-YEABACHELOR OF BUSINESS ADMINISTRATION IN HUMAN RESOURCE MGT.

  • The entry requirements are the same as those for 4-Year Bachelor of Business Administration in Accounting Studies

B. POST DIPLOMA PROGRAMMES

B1.       2-YEAR POST DIPLOMA (B. ED.) IN BASIC EDUCATION

  1. Applicants for the 2-year Post Diploma (B.Ed.) in Basic Education programme must be holders of a Diploma in Basic Education from the University of Education, Winneba or any recognized University or Institution.
  2. Other applicants must possess a Teacher’s Diploma in Basic Education awarded to graduates from the Colleges of Education in Ghana.

B2.       2-YEAR POST DIPLOMA (B. ED.) IN EARLY CHILDHOOD EDUCATION

  1. Applicants for the 2-year Post Diploma (B.Ed.) in Early Childhood Education must be holders of a Diploma in Early Childhood Education from the University of Education, Winneba or any recognized University.
  2. Other applicants must possess a Teacher’s Diploma in Early Childhood awarded to graduates from the Colleges of Education in Ghana.

B3.      2- YEAR POST DIPLOMA (BACHELOR OF BUSINESS ADMINISTRATION) IN ACCOUNTING STUDIES

  1. Applicants must possess a Diploma in Accounting Studies from the University of Education, Winneba or any recognized University.
  2. Holders of Higher National Diploma (HND) in Accountancy with 2nd Class Lower and above can apply.

B4.       2- YEAR POST DIPLOMA (BACHELOR OF BUSINESS ADMINISTRATION) IN HUMAN RESOURCE MANAGEMENT

  1. Applicants must possess the Diploma in Management Studies from the University of Education, Winneba or any recognized University.
  2. Holders of Higher National Diploma (HND) or its equivalent in EITHER Human Resource Management, Secretaryship and Management, Accountancy, Marketing, Purchasing & Supply OR any tertiary Diploma in a relevant area with 2nd Class Lower and above can also apply.

B5.    3-YEAR POST DIPLOMA (BACHELOR OF ARTS) IN ENGLISH LANGUAGE EDUCATION

(a) Entry Requirement(s)

  1. A Diploma in Basic Education
  2. A WASSC with a credit in Literature in English Literature

        (b) Entry Point or Placement: Level 200 of the 4-Year B.A. in English Language Education programme

C. DIPLOMA PROGRAMMES

C1.3- YEAR DIPLOMA IN BASIC EDUCATION

C3.       3-YEAR DIPLOMA IN ACCOUNTING STUDIES

Applicants must possess any ONE of the following:

  1. WASSC with credits (A1 – C6) in English Language, Mathematics and Integrated Science/Social Studies and            credits (A1 – C6) in any two (2) relevant elective subjects.
  2. SSSC with Credits (A – D) in English Language, Mathematics & Integrated Science/Social Studies and two (2)  relevant elective subjects.
  3. GCE ‘O’ Level with Credits (Grade 6) in five (5) subjects including English Language, Mathematics and a Science subject.
  4. Diploma in Business Studies (DBS): A DBS certificate from any recognized Institution with passes in all subjects. In addition, candidates must possess four (4) WASSC credits (A1 – C6) or four (4) SSSC passes (A – D) including English Language and Mathematics.
  5. Professional Accountancy Certificate with a minimum of Part 1 of:
  • Institute of Chartered Accountants (Ghana) – ICA
  • Chartered Institute of Management Accountants (CIMA)
  • Association of Certified Chartered Accountant (ACCA)
  • Institute of Bankers (IB)
  • Other professional Accountancy Certificates from recognized Institution or Body.
  1. Mature applicants: Must be 25 years or above (Refer to ‘item 2’ under ‘Definition of Terms’ for details) and should have a minimum of a SSSC/WASSC or An Advanced/Part III Certificate in a trade subject.

C4.       3-YEAR DIPLOMA IN MANAGEMENT STUDIES

  • The entry requirements are the same as those for Diploma in Accounting Studies in addition to the subjects such as Commerce, Office Administration/Practice and Business Management.
  • Holders of Private Secretary Certificates can also apply.

C5.       1-YEAR DIPLOMA IN EDUCATION

Applicants must possess any ONE of the following:

  1. A bachelor’s degree in any relevant field of study.
  2. A tertiary Diploma or a Higher National Diploma (HND) or its equivalent from a recognized Institution.
  3.  An advanced/Part III certificate in a trade subject.

NB: This programme is by Direct Entry only. Diploma in Business Studies (DBS) qualification alone cannot be used for admission into this programme.

D. POST GRADUATE PROGRAMMES

D1. 1-YEAR POST GRADUATE DIPLOMA IN EDUCATION (PGDE)

  1. A Bachelors degree from a recognised University in any field of study.
  2. A satisfactory performance at a screening interview organised by the IEDE, UEW.

D2. MASTER OF EDUCATION IN ENGLISH

  1. Applicants should possess a good Bachelor’s Degree in English with education component (eg B.A. English Language Edu.) from the University of Education, Winneba (UEW) or its equivalent from a recognised University in the relevant field of study
  2. Applicants with B.A. or B.Sc. without education must have a Post Graduate Diploma in Education or Diploma in Education.
  3. Must pass a selection interview

D3. MASTER OF EDUCATION IN MATHEMATICS

  1. Applicants should possess a good bachelor’s degree in Mathematics with education component (e.g. B.Ed. Maths or B.Sc. Maths Edu.) from the University of Education, Winneba (UEW) or its equivalent from a recognised University in the relevant field of study.
  2. Applicants with B.A. or B.Sc. degree without education must also have a Post Graduate Diploma in Education or Diploma in Education.
  3. Must pass a selection interview

D4. MASTER OF EDUCATION IN SCIENCE

  1. Applicants should possess a good bachelor’s degree in a Science/Applied Science subject with education component (e.g. B.Sc. Physics Edu.) from the University of Education, Winneba (UEW) or its equivalent from a recognised University in the relevant field of study.
  2. Applicants with B.Sc. degree without education in the sciences or the applied sciences who are teaching in an educational institution or applied sciences. Such applicants must also have a Post Graduate Diploma in Education or Diploma in Education.
  3. Must pass a selection interview

D5. MASTER OF EDUCATION IN MENTORSHIP

  1. Applicants must have a first degree with education component from a recognised University.
  2. Applicants with B.A. or B.Sc. degree without education must also have a Post Graduate Diploma in Education or Diploma in Education.
  3. All applicants must pass a selection interview

DEFINITION OF TERMS

  1. Direct Applicants: Applicants who possess the requirements for admission and are selected on the strength of their WASCE/SSSC/School certificates. They are usually not required to write the University’s  entrance examination before being admitted.
  2. Mature Applicants: Applicants who do not possess the requirements for direct entry and are therefore required to write the University’s entrance examinations. Such applicants must be at least, 25 years by 1st August, 2018. These applicants must show proof of their ages with birth certificates or any other legitimate documentary proof of date of birth. The documentary evidence must be at least, five (5) years old at the time of application.
  3. Post Diploma Applicants: These are Tertiary Diploma Certificate Holders in relevant subject areas seeking admission into 2-Year Top-up Programmes for a Degree in their previous areas/fields of study.
  4. Post Graduate Applicants: Applicants seeking admission for the Post Graduate Diploma in Education and Master’s Degree programmes must possess a first degree in a relevant area.
  5. WASSC: West African Senior School Certificate
  6. SSSC:  Senior Secondary School Certificate

Application into the Distance Learning Programme for the 2018/2019 Academic Year is either by the ONLINE mode or the Hard Copy Application Forms.

SUBMISSION OF COMPLETED APPLICATION FORMS

The closing date for the submission of completed Application Forms is Monday30th April, 2020 for Mature Applicants and Friday29th June, 2020 for Direct& Post Diploma Applicants. All completed Hard Copy Application Forms should reach the address above.

NOTES:

  1. All certificates other than those from the West African Examination Council (WAEC), the Universities in Ghana and Institutions accredited by the National Accreditation Board should be cleared with the National Accreditation Board and the evaluation report attached to the Application Forms.
  2. For applicants who have changed their names on marital grounds, only those that have been gazetted will be accepted. Applicants should therefore attach the relevant pages of the Gazette Publication where their names appear to the application form.

Value Added Tax (VAT) – the basics

What is VAT?

Value Added Tax (VAT) is a tax that is charged or paid when you buy goods or services. It is charged at various stages, for example when goods are manufactured, distributed or imported into the country. Only businesses registered to charge VAT are allowed to charge the tax.

Register for VAT

To be registered for VAT your business must be within the acceptable VAT threshold.  You must also:

  • have a permanent place of business
  • deal in taxable goods

How to register for VAT

To register for VAT, you must:

A VAT certificate will be generated. This must be clearly displayed at your business premises. You will also need to buy VAT invoices to issue to your taxpayers.

Companies – Certificate of Incorporation of Business, Certificate of commencement of business

Partnerships – Certificate of Partnership

VAT thresholds

You need to register to charge VAT if you are a retailer and your taxable supplies within a 12-month period is GH¢200,000 or more.

You may also register to charge VAT if the amount is below GH¢200,000. However you must stay registered for at least 2 years.

Certain groups of people will need to register even if their business worth is less than or below GH¢200,000. These are:

  • promoters of public entertainment,
  • auctioneers
  • national, regional, local or other authorities or bodies

Where to register for VAT

VAT registration can be done in any Domestic Tax Revenue Division office nationwide.

Is VAT registration free?

It costs nothing to register for VAT.

What happens if you do not register for VAT

If you should register for VAT but do not do so, the Commissioner-General will register you compulsorily. In addition you will pay a penalty of up to two (2) times the amount of tax due from the time you should have registered.

Charging VAT

Once you are registered for VAT you must charge for very sale made or service rendered unless the person you are selling to has VAT Relief or the item or service is classified as Exempt. Only persons or businesses that have been registered for VAT can charge VAT.  A VAT invoice or an approved computer-generated invoice must be issued for each transaction. All transactions are to be recorded in a VAT Account.

VAT invoice

A VAT invoice is the approved invoice produced by the Ghana Revenue Authority. It is the official receipt that has to be issued by the registered taxpayer for taxable sales and services. Some businesses are allowed by the Commissioner-General to issue their own computer- generated invoices and till receipts to their clients.

Standard Rate- 12.5 %

VAT Flat Rate – 3%

Zero Rate – 0%

What is Input Tax?

Many of the things bought by registered businesses are subject to VAT.  However, a VAT registered trader can usually get back the VAT charged on business purchases and expenses.  This is called Input Tax.  It includes not only the VAT on raw materials or on goods bought for resale but also the VAT on items and services like:

  • Office equipment for use in the business
  • Telephone bills (in so far as they are for calls used for the business purposes).
  • Payments for services to other businesses (such as accountants’ or solicitors’ fees).

Output Tax

Output Tax is the VAT that you, as a VAT registered taxpayer, charge your customers when you sell goods or services to them.

Calculating VAT due

The VAT system allows businesses to deduct the VAT paid on purchases (Input Tax) from the VAT charged on sales (Output Tax).  It is only the difference that is paid to the Ghana Revenue Authority.

Output Tax less Input Tax  = Payment due

Since businesses are allowed to make this deduction (i.e. take a credit for the Input Tax) it is not necessary to add the Input Tax to other costs in pricing the final product.  When the input tax is added to other costs, the tax would then be charged on the cost plus input tax, instead of a tax on value added only, thereby unnecessarily increasing the final price of the product.

In some cases, the Input Tax may exceed the Output Tax.  The trader can carry the credit forward or apply for a refund provided the required conditions are met.

Should you charge VAT on every sale or service?

You must charge VAT on every sale made or service rendered. All persons who buy goods you sell or enjoy services you render must pay VAT unless they are exempted from doing so.

Recruitment Of Nurses To Barbados | Job Vacancy | Request For Applications

A team from Barbados has begun interviewing some specialized nurses for recruitment to health institutions in that country on a two-year work contract.

A total of 598 health professionals with a minimum work experience of three to five years, applied in the job recruitment exercise when the Ministry of Health (MoH) opened its portal from November 5 to 7, 2019.

Out of the 598 who applied, 150 were shortlisted out of whom 120 will finally be recruited by the Barbados team to start a two-year contract in that country.

The positions to be filled include eight emergency room nurses, six peri-operative nurses, three ophthalmic nurses, 70 registered nurses, 21 critical care nurses, and 12 cardiac catheterization nurses.

This will be the first time the country will formally export the services of nurses on a bilateral basis.

The recruitment exercise became necessary after the Prime Minister of Barbados, Mr Mia Amor Motley, during bilateral discussions, made a formal request to President Nana Addo Dankwa Akufo-Addo for Ghana to send specialised nurses to the Caribbean nation to work in a number of their government medical facilities to address the acute shortage of skilled health caregivers.

The Public Relations Officer of the MOH, Mr. Elorm Ametepe, who confirmed that a team from Barbados was in the country to conduct the interview said the various supervisory agencies had been notified about the exercise.

A letter dated October 31, 2019, from the MOH was copied to the Nurses and Midwifery Council (NMC), the various teaching hospitals in the country, the Ghana Health Service, the Mental Health Authority, the Christian Health Association of Ghana (CHAG), health training institutions and other stakeholders.

120 Nurses To Be Recruited

Mr Ametepe gave an assurance that the country had a lot of surplus of these critical healthcare nurses and therefore exporting them to Barbados was the best option.

He said after the two years, the nurses were expected to come back to their workplaces while another set would also be given the opportunity to go and work in that country.

The Agreement

The decision to export Ghanaian nurses to Barbados is in line with an agreement reached between the Ghana government and its counterpart in Barbados in June this year when President Nana Addo Dankwa Akufo-Addo toured the Caribbean.

The Barbadian Prime Minister had told President Nana Akufo-Addo that his country was searching for 400 nurses, to which Ghana was reported to have agreed to offer 375 to the Caribbean nation which is said to be in shortage of skilled caregivers.

“We have a surplus of nurses in Ghana, and placing them all in our public health system is one of my headaches. There have been a lot of nurses produced, which, for several years, we have not been able to do anything with,” Nana Akufo-Addo told the Prime Minister. Share on:

*1. Nabco Skills And Talent Academy (NSTA:*

The NABCO Skills and Talent Academy was launched by the president during the one year anniversary, held on 17th October 2019. The portal for the online course was activated and subsequent arrangements were provisioned instructing the various NABCO District Coordinators to provide guidance training on how to approach the registration of the NSTA. The guidance training was successfully completed; trainees were directed to create a new Gmail account purposefully for the NSTA, which *NABTAG* believes most trainees have created their credentials for the course.

The messages dispatched from NABCO regarding the NSTA is notifying trainees on the activation of the portal for the commencement of the online training. Trainees are expected to login to the portal via http://academy.nabco.gov.gh/ with their credentials (being your NABCO number and password used for the Gmail account set-up), and register for their preferred courses.
*Note:* Before you can register, you have to select a preferred course and click on REGISTER to start the process.

The NABCO APP was built earlier but needed to undergo further bug fixing. The tech team has been able to complete that, so the APP has been activated for the purposes of clocking in and clocking out; as well as future updates which will be communicated as and when necessary. Validation of monthly allowances will be based on the clocking in and clocking out together with the timesheet and NSTA. *NABTAG wishes to inform all trainees to comply with the directives to enjoy great opportunities ahead.*

*Note:* Clocking in and out must be done at the respective organizations of work, as the digital address will be transmitted to HQ for cross-checking. A massive recruitment by the local government service saw over two thousand new entrants of staff. The employee numbers of these new officers have finally been released.

The staff IDs shall be essential in going through for the biometric registration. By way of staff getting their salaries, this is a vital part of the process of being mechanized on the government payroll.

Recruited staff are to note that employee numbers are being released in batches. As such this serves as the first batch.

This has been brought to the attention of the respective Human Resource Managers in the various regional coordinating councils and assemblies. Officers are to liaise with them for direction.
